Pre-Application Advice

Image of Pre-Application Guidance DocumentThe Pembrokeshire Coast National Park Authority is committed to providing an efficient, effective and customer focused planning service in order to ensure that quality developments can be delivered. 

To achieve these aims the Authority welcomes and encourages early discussions before a prospective developer or landowner submits a formal planning application for consideration. The Authority considers this will not only aid applicants in the information required to support an application but also give officer opinion of the likelihood of success.

As a part of ongoing reviews of the service offered in 2015 the Authority updated the pre-application offer to include the introduction of a Planning Surgery to assist with initial enquiries. The surgery has been useful in allowing members of the public to speak to a Planner prior to submission of a pre-application or formal application and allows advice to be provided on the process involved.

Welsh Government has now introduced a requirement for all planning authorities to provide a statutory pre-application service and for a fee to be paid.  Full details of the new statutory Pre-Application Service offered can be obtained by downloading our Pre-Application Planning Guidance (Development Management) document.

Pre-Application advice can be obtained through completion of a ‘Pre-Application Form,’ which can be found below, and can either be completed electronically and emailed to the Authority or by hand and posted/scanned and emailed. The revised form (March 2016) should be used for all pre-application enquires in order to obtain an informal officer opinion on a prospective development.

The Authority will endeavour to provide a written response within 21 days or another timescale that may be agreed.

What advice will be provided?
​As a minimum, applicants for householder developments should expect to receive the following information within their written response:

  • The relevant planning history of the site
  • The relevant development plan policies against which the developemnt proposal will be assessed
  • Relevant supplementary planning guidance (ie., design, conservation etc)
  • Any other material planning considerations
  • An initial assessment of the proposed development, based on the information above.
